Abstract | This research aims to picture the relationship between types of visitors’ relation with the shopping centers and sense of place scale at shopping centers in Indonesia. Quantitatively done, this study gained its data by distributing questionnaires to 175 samples in two shopping centers, with the total respondents for this study were 350 respondents. The objects for this research were Gandaria City Jakarta and Ciputra World Surabaya. Descriptive statistic technique was used to analyze the survey result by conducting cross tabulation. The results proved that relation types determine the sense of place scale. |

Title | PERFORMANCE MEASUREMENT FOR LOCAL PUBLIC ORGANIZATION |

Abstract | The new democratic government of Indonesia implements the performance measurement system for public organization under President Decree in 1999. The policy has an ultimate goal to make organization funded by state budget accountable to their stakeholders. The objective of this research paper reconsiders the flaw of performance measurement implementation from local government perspective. Research is based on dimensions of accountability proposed by Koppel (2005) and analyses through quantitative method by questionnaire survey for data collection which distributed to respondents from various Bandung cities’ civil servants. Significant relations are found only on responsibility dimensions but not for transparency, liability, controllability and responsiveness. Though performance measurement runs more than a decade at local level however it is not implemented comprehensively. It is merely recognized as rhetoric vertical-hierarchy accountability from the sub-ordinate to the upper level. The local bureaucrat put organizational measurement as one of their obligatory tasks rather than realize on the importance and the value of performance measurement itself. The paper concludes with a suggestion for a future research which should deeply investigate on the micro level of the local public organization units, localized performance model which is concerned on local government’s nature regarding the institutional and individual capacity; integrating internal and external accountability in the performance measurement process and enhancing monitoring mechanism for result achievement. |

Title | A RIGHTS-BASED ANALYSIS OF THE NATIONAL BUDGET OF BANGLADESH |

Abstract | Rights-based approach is the concept representing the virtual parallel of human development and human rights. As the national budget is the spinal column of the economic development of a country, it is important to make a rights-based analysis of it. The present work is aimed at making a comparative analysis between the budget components and the central attributes of rights-based approach. The effort, even though extremely problematic in the light of the structural order of the work, is also to give a conceptual view of a rights-based budget. The study further considers the basic features of rights-based approach as the goals and the budget features as the means. Subsequently, this paper shows that to what extent the means are successful in achieving the goals. |

Title | LAND TENURE CONFLICT ON WET LAND CONSERVATION |

Abstract | This study aims to explore the history and forms of land use by communities in the conservation areas of Kuala Lupak and Pulau Kaget wildlife conservation; and an inventory and identify the causes of forest land conflicts in the conservation areas of Kuala Lupak and Pulau Kaget. Land use form of the community at wet land ecosystem is one of adaptation strategy in accord with the change of land function. Wildlife conservation of Kuala Lupak and Pulau Kaget is part of Indonesia government strategy to conserve fauna and their live, especially Bekantan (Nasalis larvatus) and Kera Ekor Panjang (Macaca fascicularis). The land ownership system were controlled without any proof of ownership, but is recognized by all members of the community. These are three forms of land use such as: paddy rice, pond and agroforestry homegarden. Some problem faced on these area are land tenure conflict and land occupation. These issues has threatened the existence of wet land ecosystem on wildlife conservation. Changes in function of the area and the need for land by local communities has led to protracted social conflict between communities and government. There are 3 (three) causes of the using of the conservation area i.e. there is no clear border area, the lack of law enforcement, and the tendency of society to maintain the use of conservation land for social and economic activities. |

Title | FINANCIAL INCLUSION AND FINANCIAL STABILITY IN SUB-SAHARAN AFRICA (SSA) |

Abstract | Recently, financial inclusion has become a key strategy for developing to enhance economic and financial development. However, a recommendation that banks should contain systemic risk and maintain their stability as important lesson from recent global financial crisis, puzzles the concordance between financial inclusion and financial stability. Few empirical studies investigated both negative and relationships suggested by recent literatures between stability and inclusion. This study used Generalized Method of Moments for dynamic panel data to explore such a relationship in 35 Sub-Saharan African countries for the period 2004-2011. The variables utilized are bank-z score for financial stability; outstanding deposits with and outstanding loan from commercial banks commercial banks for financial inclusion; and GDP per capita, inflation domestic credit provided to private sector by banks, and financial crisis are used as control variables. The findings show that outstanding deposits with commercial banks negatively affect financial stability. This implies that deposit accounts held with the banks are less diversified in SSA. Outstanding loans from commercial banks have a positive role on financial stability. In terms of controlling variables greater GDP per capita helps financial stability while inflation, financial crisis, and credit to private sector have adverse effect of financial stability. |

Abstract | BPJS is a legal entity with the goal of achieving the implementation of the provision of guarantees for the fulfillment of basic needs of living for each participant or member of his family. The implementation of BPJS is divided into two, namely of BPJS of BPJS Health and Employment. With the enactment of the two anomalies of BPJS administration of social security which is contrary to the universal principles of administration of social security in the world will terminated. The First. The state does not collect income from compulsory contributions levied by his business entity, but The State is responsible for the fulfillment of people's constitutional rights to social security. Second, the social security Indonesia officially leaves from the implementation of the social body Indonesia officially out of administration by private agency into public agency. |

Abstract | In 1997, the ASEAN Heads of State agreed on the ASEAN Vision 2020 is to realize the Asian region that is stable, prosperous and highly competitive with equitable economic development which characterized by decreased levels of poverty and socio-economic differences (ASEAN Summit, Kuala Lumpur, December 1997). Then in 2003, returned to the meeting of the ASEAN Heads of State agreed to three (3) pillars to realize the ASEAN Vision 2020 which accelerated to 2015, namely: (1) the ASEAN Economic Community, (2) the ASEAN Political-Security Community, (3) ASEAN Socio- Cultural Community (ASEAN Summit, Bali, October 2003). |
