LEADERSHIP OF MADRASAH IN THE DEVELOPMENT OF TEACHERS AND EDUCATION PERSONNEL OF MADRASAH ALIYAH AT PAREPARE CITY
(Case Studies at MAN 2 and MA DDI Lilbanat Parepare)

Abstract

The study aims to examine the strategies used by madrasah principals in the City of Parepare and the effectiveness of the leadership of the madrasah principals in order to develop and improve the professionalism of teachers and education personnel, especially in MAN 2 Parepare and MA DDI Lil Banat Parepare.
The study uses a descriptive qualitative research design, which describes the phenomena that exist in the research location. Data obtained through observation, interviews and documentation. The collected data is analyzed and studied using data displays, reduction techniques, and a conclusion.
The results showed that the strategy of the head of madrasah at MAN 2 and MA DDI Lil Banat Parepare City in order to improve the professionalism of teachers and education personnel  to motivate teachers to equip themselves according to the demands of the times, training and debriefing through MGMP, seminars (National or Regional), workshops , training, ICT, and Arabic-English. Encourage every teacher and education staff to strengthen their cooperation in empowering information technology (IT), have the courage to innovate, leadership and progress. Teachers and education personnel  attended seminars and trainings, bring tutors to madrasahs, provide opportunities for teachers and education personnel to continue their education, place teachers and education personnel in proportions according to their fields, and hold teacher and education staff meetings every semester to evaluate the performance of the teachers as well as provide briefings on the targets that have not been achieved. The effectiveness of the leadership of the head of madrasah in both MAN 2 and MA DDI Lil Banat Parepare City in increasing the productivity of teachers and education personnel. The competence of the head of the madrasah can be fulfilled in their leadership. Teacher productivity as an indicator of the effectiveness of the headmaster's leadership. Teachers and education personnel understand their rights and responsibilities in madrasahs. Furthermore, teachers and education personnel are more creative and innovative in carrying out their duties and functions as professional educators.

LEGAL GUARANTEE TOWARD OWNER'S ASSETS
AND SHARIA BANKING

Abstract

This paper aims to describe the importance of legal protection for customers as consumers in the banking sector, because in fact the position between the parties is often unbalanced. Credit / financing agreements and bank account opening agreements that should have been made based on the agreement of the parties, due to efficiency reasons, are converted into agreements that have been made by the bank. The customer has no other choice, except to accept or reject the agreement offered by the bank. Some of the issues discussed in this paper, among others, reveal how the rights and obligations of capital owners in banking and how legal guarantees for assets of capital owners in realizing rights and obligations in Islamic banking according to banking law.
The writing method is descriptive, using document data sources related to the topic, then analyzed using data displays, verification and conclusions.
The results show that there are more legal guarantees of fund owners for halal investment guarantees, namely the existence of a law on banking which opens opportunities for conventional banking institutions to be able to open sharia units which are becoming bigger and bigger place to invest in halal ones. Legal guarantees for shahibul maal capital as stipulated in the Law on Banking, which are subsequently followed by stipulated implementing provisions in Government Regulation No. 72 of 1992. On this basis, the guarantee of legal protection over the ratio is clear.

Abstract

The study of the role of local government elites in changing positions is an important issue in observing the symptoms of governance and is often the beginning of governance problems. The process of changing positions carried out by the local government elites of Kampar Regency, Riau Province, has not been selective and open, the implication is that the implementation of changing positions has not been able to improve the performance of the local government bureaucracy of Kampar Regency. The purpose of this study is to analyze the role of the government elite and the response of the bureaucracy in changing positions in Kampar Regency and to get an ideal model in changing positions. This research uses elite role theory which includes the dimensions of norms, roles, status and positions coupled with looking at external environmental factors (ASOCA). The research design used in this research is qualitative research. The data collection technique was carried out through in-depth interviews with a number of informants related to the research problem and secondary data collection that supported this research. This study found a combination model of the role of the government elite in an effort to increase the effectiveness and efficiency of changing positions in Kampar Regency, Riau Province. The theoretical implication of these research findings for the development of government science is the importance of improving the quality of changing positions, understanding the role of government elites in the response of the bureaucracy and openness in government.
