Abstract | The health service program in Sorong Regency has not been able to run optimally due to lack of facilities / infrastructure, especially in the district and village areas, the quality of the medical, distribution of medicines, work patterns and information systems for health services and health status is not optimal. This research uses the Qualitative Explanatory method with the Inductive approach and analyzed with an interactive model. Grindle said, 1980, there were 6 (six) main indicators and 2 (two) indicators in implementing policies namely; Interests affected, Site of decision making, programs implemented and public resources, Extent of change envisioned, Power, interests and strategies of actors involved , Institution and regime characteristics, compliance and responsiveness, Impact on society, individual and groups, Change and its acceptance. The NAOMI model in implementing health policy is based on the distinctiveness of the Papua region by taking into account the needs of Papuan Indigenous People and Non-native Papuans. |

Abstract | The research is motivated by the quality management of qualified human resources (educators and education staff), who are expected to optimize their potentials in order to be able to support the formation of quality education. Considering the status of state education institutions, in MTS Negeri in Makassar City trying to cover all institutional activities, including the development of teacher professionalism in MTS Negeri in Makassar City. There are many opportunities and variations in development programs in order to improve teacher professionalism. This paper discusses the development of teaching staff in the Makassar City MTS, the development of education personnel in the MTSN and the development model of educators and education staff in MTS Negeri in Makassar City. |

Also, his work in managing and developing As'adiyah Islamic Boarding School, the development trends of As'adiyah Islamic Boarding School in his leadership, and prospective and sustainability of boarding schools As'adiyah after the leadership of KH Yunus Martan. |

Abstract | The phenomenon that is used as the object of research is the Policy Implementation of Giving Indigenous Peoples Social Assistance In Nduga Regency, Papua Province. The research objectives are (1) Discussing Policy Implementation Of Giving Indigenous Peoples Social Assistance; (2) Develop a model compiled from an analysis of Policy Implementation Of Giving Indigenous Peoples Social Assistance In Nduga Regency, Papua Province. The research uses a qualitative research approach. The research informants were 15 people determined by the snowball technique. Secondary data collection uses library studies; Primary data collection uses interview and observation techniques.
