ORGANIZATIONAL COMMUNICATION AND APPARATUS WORKING MOTIVATION ON THE SERVICE QUALITY IN THE DEPARTMENT OF POPULATION AND CIVIL REGISTRATION IN BANDUNG BARAT DISTRICT OF WEST JAVA

Abstract

Public services held by government officials today are still found many weaknesses that can not meet the quality expected by society. It is characterized by the presence of public complaints submitted through the mass media, which can result in unfavorable image of the governmental apparatus. Remembering government main functions is to serve the public, so the government needs to continue to work to improve the quality of service.
The role of regional governments in doing qualified service, must be oriented to more better public service implementation that according to society need, one regional government agencies that deal directly with the public in providing public services is the Department of Population and Civil Registry which is obliged and responsible in implementing the region Population Administration affairs.
 In implementing of the apparatur’s performance in organization directly impact positive and significant on their productivity to organizational goal. Therefore apparatur performance is heavily influenced by the ability and willingness as well as their knowledge and skills. It needs to be driven by organizational communication in motivating performance to improve their performance and productivity. In fact it can be optimize more if the apparaturs have an inner self boost to improve their performances.

        By quantitative research methods this research can be interpreted as a research method that is based on the philosophy of positivism, is used to research  the population or a particular sample, the sampling technique is generally done at random, data collection using research instrument, quantitative data analysis or statistics.
         The results of this research that apparatus communication and work motivation simultaneously on the service quality in Department of Population and Civil Registration Bandung Barat district of West Java is directly impact positive and significant on the apparatus productivity in implementing organization goal. Therefore apparatus performance  is heavily influenced by the ability and willingness as well as their knowledge and skills. It needs to be driven by organizational communication in motivating apparatus  to improve their performance and productivity. In fact it can be optimize more if the they have an inner self boost to improve their performances. A good organizational communication is necessary for the organizational life. The quality of communication within the organization related to overall performance improvement. Communication will affect the success of the organization and with good organizational communication, will improve the work life quality. Thus, organizational performance and productivity will increase.

SYNERGY AND COOPERATION IN COAL-BED METHANE (CBM) DEVELOPMENT ALONG WITH INVESTMENT AND ENVIRONMENTAL POLICY MEASURES

Abstract

Coal-Bed Methane, or CBM, is entering the spotlight as an alternative source of energy. The fact that it may become a renewable energy since the gas could keep producing as long as the coal layer exists, makes CBM even more interesting. Furthermore, Indonesia possesses a large amount of CBM resource, totaling of 450 TCF which could last approximately 300 years given the current natural gas consumption rate. Therefore, CBM development in Indonesia is inevitable for maintaining long-term energy security and optimizing the use of Indonesia’s potentials.
This paper provides insights of how synergy and cooperation between all involved parties and stakeholders can make proper, effective, and efficient development of CBM achievable. Discussions regarding innovations of policy that could help bolster companies’ attractiveness of investing in CBM while still concerning the environmental sustainability within the region are also included. The economic growth experienced within the region could hopefully spread to its surrounding areas. Ultimately, if all of the aforementioned points are consistently implemented, improvements in welfare, energy sufficiency, and increasing intelligence of Indonesian nation could be foreseen.

Title

DIVORCE AND CHILD SOCIALIZATION: THE CASE OF GARISSA,
NORTH EASTERN KENYA

Abstract

This study investigated the effects divorce has on child socialization, in Garissa, North Eastern Kenya. The research had 3 specific objectives. First, it sought to establish the high divorce rate in Garissa. Secondly, it sought to investigate the social effects of divorce on children, and thirdly, to establish the link between divorce, child socialization, and academic performance in Garissa.

 The study found out that, divorce affects the socialization of the child in the study area in several ways. These include: Drug and substance abuse, AIDS and STI’s due to lack of parental guidance, stigmatization of children, mostly without fathers, feeling unloved by the absent parent, lack of trust in people due to the lies given by custodial parent when asked about the absent parent, school drop-out due to lack of fee and other basic needs, low grades due to absence from school or low concentration span in class, and child labor to make ends meet.

The recommendations made include: Government and stakeholders strengthening existing divorce laws on children, parents being devoted to their marriages, parents agreeing on divorce terms to avoid custody tussles, and empowering pastoralists by reinforcing local conflict resolution experts.
