Abstract

The era of reform and competitive impact of globalization accelerate change in performance improvement Apparatus Civil State (ASN). ASN is required to work more professional, moral, clean and ethical in support bureaucratic reform and support the task of governance and development. During this time the measure of success of a government agency measured adherence to follow all procedures and regulations in force even though it is no longer appropriate to the conditions on the ground and the real needs of the community to be served.Based on the phenomena mentioned above, the central theme in this study "Effect of Perceived Organization Support (POS) of the Employees Organizational Commitment. Perceived organizational support (POS) has an important role in improving organizational commitment. It can also be seen in the inspectorate regional depok which indicates that the employee who received the support of the organization will be more committed to the organization.

DETERMINANTS OF E-WASTE RECYCLING IN PUTRAJAYA, MALAYSIA: AN APPLICATION OF AMOS GRAPHIC

Abstract

The increasing volume of e-waste creates the potential for high level of hazardous materials posing a significant threat to public safety if electronic waste was improperly discarded. To overcome this problem, recycling is recognized as an effective way to reduce waste sent to landfills. This paper identifies the factors influencing household participation in e-waste recycling by using confirmation factor analysis using AMOS graphic. The findings of this study suggests that the participation of household influenced by socioeconomic factors such as age, education and income. Meanwhile attitudinal variables are also found as an influenced factors of recycling named ‘attittude’, ‘belief’, ‘convenience’ and ‘social pressure’.

Abstract

  Effective education is characterized by the professional educator figure who always increase his competence. Lecturer as educators in colleges and official college is responsible for contributing to the growth of science, intellectual development of students, forming opinion and improving the quality of higher education. In this connection, competence of lecturers will impact the performance or achievements of lecturers, which in turn will contribute to the performance and quality of college graduates.Character education in college and official college can develop students' talents. Willian B. Michael (Suryabrata, 1991) states that talent as: “An aptitude may be defined as a person's capacity, or hypothetical potential, for acquisitin of a certain more less well defined pattern or behavoir involved in the performance of a task respect to which the individual has llad litter or no previous training.”  The talent is defined as the ability of an individual to do a task, which is very little or does not depend on the previous exercise. It is also stated that a talent emphasises on condition or a set of properties that are considered as a sign of the ability of an individual to receive a training, or set of responses such as abilities of language, music, and others (Suryabrata, 1991).
Official education is an education which is implemented with the aim of preparing and improving the execution of the official duties of employees and prospective employees in an environment of government agencies, either in department or non-Department. This type of education is generally done on a unit of training namely pre-service training, in-sevice trainng, social-service training, also the training that took place outside of the work environment (outbound training), and many others. On the other hand, professional education can be seen as a response to the demands of the public to obtain the services of competent people. The growth and development of the profession is a function of the specific needs, and the professional role will continue to change due to changes in society. A good professional education must be responsive to the demands of change and provide the impetus for change in the field of the profession itself, balancing it by looking forward on the basis of the realities of the present. On that basis, professional education is one form of educations throughout life.

TECHNOLOGY LITERACY EMPOWERMENT IN UNDERDEVELOPED VILLAGE TO INCREASE PUBLIC SERVICE ACCESSIBILITY IN PULAU LAUT UTARA SUB-DISTRICT, KOTABARU REGENCY, SOUTH KALIMANTAN PROVINCE

Abstract

The initiation of technology-based public service has been started since the existance of President Instruction Number 3 of 2003 Pertaining to the Policy and Strategy of E-Government National Development as the spearhead of the technology-based public service implementation and the media of technology literacy empowerment to the community. Technology literacy empowerment must reach the extent of underdeveloped villages to achieve the positive effect of empowerment. Based upon these issues, the Author is interested to research about “ THE TECHNOLOGY LITERACY EMPOWERMENT IN UNDERDEVELOPED VILLAGES TO INCREASE PUBLIC SERVICE ACCESSIBILITY IN PULAU LAUT UTARA SUB-DISTRICT, KOTABARU REGENCY, SOUTH KALIMANTAN PROVINCE”.
This research is designed to gain in-depth understanding of technology literacy empowerment to increase the awareness and knowledge of the community in underdeveloped villages and the public service accessibility through technology in Pulau Laut Utara sub-district. In this research, the Author used qualitative method with explorative research. The data-collection techniques used in this research are observation, interview, and documentation.
The results of the rsearch showed that the technology literacy empowerment in Pulau Laut Utara Sub District is heavily affected by the cooperation between the Government, the private sector, and the community to solve the obstruction in operational and technical level to improve the accessibility of public service in Pulau Laut Utara Sub District.
Based upon the research results, the Author could draw some conclusion that: first, there is a lack of awareness and knowledge of the community in the underdeveloped villages because the community does not have the orientation to utilize technology as a means to solve problems; second, legal standing of  technology-based public service accessibility is direly needed especially in the underdeveloped villages while geographical and human resource quality are also an important factors that decides the technology-based public service; and third, Mobile Sub-District Internet Service (MPLIK) is a form of technology literacy empowerment program in Pulau Laut Utara sub-district, hand-in-hand with direct and indirect learning media through junior, senior, and vocation high schools and computer course institutions although there are many obstacles of the implementation.
The conclusion above serves as the foundation of the Author to offer some advices, which are: first, to implement a programme that introduces technology as a substitution of MPLIK program such as the Technology in Village program; second, to design a derivative regulation such as the Regional Regulation that supports the implementation of technology-based public service; and third, to arrange online marketing courses to the businessman and to introduce the function of technology to increase the community’s knowledge.

Abstract

Public service Reform performed by government officials, both at the center and the Region nowadays still perceived unsatisfactory by the public, the government has a lot do with the policies to issue some government and local government’s rules in order to make improvements to public services.
Public service form that wanted by the people is the right fast and low cost, even people want their forms of service for free, this is because the community has fulfilled its obligation by paying the various taxes imposed by the government and local government.
            Law No. 25 of 2009 on public service In article 9, paragraph (1) explains that in order to facilitate the implementation of various forms of public service, can be done by organizing services to an integrated service system. Integrated service system is an innovation management in order to get closer, simplify, and speed up service to the public/society.
                                So the authors are interested in doing research, to write scientific papers under the title “Public Satisfaction on the Integrated Services in Bayongbong District of Garut Regency”. The method that I use in this research is descriptive qualitative method of analysis using quantitative approaches in order to ease the interpretation in score calculation of questionnaires results on 9 (nine) village in Bayongbong district of Garut regency 2014.

THE EFFECTIVENESS OF LOCAL FINANCE MANAGEMENT INFORMATION SYSTEM IMPLEMENTATION IN LOCAL FINANCE
AND ASSET MANAGEMENT BOARD OF PEKANBARU MUNICIPALITY

Abstract

Local Finance Manajement Information system (SIPKD) is a unified and integrated application with the Ministry of Home Affairs that becomes Local Government auxiliary in the implementation of various local finance Regulations. The SIPKD application in Local Finance and Asset Management Board (BPKAD) Pekanbaru Municipality is still facing some problems related to the available hardware capabilities to accommodate the operation of the application. These problems become the basis for the writer to conduct further research in measuring the effectiveness of the SIPKD application in BPKAD Pekanbaru Municipality. This research uses information system indicators to measure the effectiveness variables revealed by Bodnar. This research uses descriptive qualitative method with inductive approach.
The SIPKD application in BPKAD Pekanbaru Municipality is considered less effective, there are still some minor problems and has not yet meet the information system indicators in its operation. The suggestions for the SIPKD application in BPKAD Pekanbaru Municipality are:

  1. ­The government should increase the capacity of transmitting tower spreaded evenly in Pekanbaru Municipality in order to be able to carry the system operation without disturbance or long loading.
  2. Recruit the honoraries to be the operators of SIPKD. The recruitment done by paying attention to the correlation of honoraries educational background and SIPKD operation. So, the obstacle of the lack competence of apparatus resources can be overcame. Besides that, the government should conduct periodic training to keep sharpen the ability of SIPKD operators in facing changes in applications that are related to the regulations.
  3. Conduct hardware periodic checking to anticipate hardware damage because of heavy capacity of SIPKD application operation, and also perform maintenance for supporting hardware and software of the operation to run maximally.
