Abstract

Bureaucratic reform is a demand in modern governance. Reforms, will encourage the bureaucracy to provide the best service, develop creativity and innovation for social and economic change society. One of the expected impacts is to increase regional competitiveness, namely the ability to generate income and employment high with stay open to both domestic and international competition. This study aims to determine the implementation of bureaucratic reform policies in enhancing regional competitiveness in Cirebon. The approach used is qualitative descriptive method. The results showed that the reform of the bureaucracy in Cirebon, among others, with the birth of the decree by Cirebon regent who support the reform of bureaucracy on aspects of the legislation, institutional, human resources and employee performance management. To improve the competitiveness of the region, the government has hadCirebon Integrated Licensing Service Agency as an effort to create a conducive investment climate in spurring productivity and quality economic growth.

AN EXPLORATION OF THE STRATUMS OF DELIGHT AND WISDOM IN THE POETRY OF ROBERT FROST

Abstract

Based on one single comment of Robert Frost (1874-1963) about his poetry, “A poem begins in delight and ends in wisdom”, the paper explores how the stratums of delight and wisdom of his poems are produced, and also it argues that because of Frost’s commonsense style and convincing portrayal of universal values and truth of common humanity, the poetry of Frost becomes the source of delight and wisdom for the readers. To explore the question or point already stated, some of the best poems of the poet, with special focus on the forms and styles used by Frost, have been taken into consideration, along with available critical approaches to the poet. Not only that, few of the earlier comments of the different school of poetry- from Aristotle to Horace onwards- have been engaged to analyze and answer the question Frost has produced by the comment about his own poems in particular and the poetry in general. This paper also focuses the fact that the delight and wisdom of Frost’s poems are derived not only from stylistic forms of his poetry but also from his inner experience of human soul and mind and outer observation of life and nature. Though the realm of Frost’s poetry basically presents a bleak picture of reality and human life, with seemingly occasional delightful picture of nature, it becomes a great source of delight and wisdom because of Frost’s truthful presentation of life, human values and nature. Thus this paper explores the issue of delight and wisdom in the poetry of Robert Frost.

CULTURAL DIMENSIONSANALYSIS OF

Abstract

This study aimed to analyze the cultural dimensions Sara PataAnguna as a philosophy of life in Buton, Baubau City, Southeast Sulawesi Province. The approach used in this study is a qualitative descriptive-analytic method. Data was collected through observation, interviews and documentation. The results showed that there are four dimensions of culture in philosophy Sara PataAnguna namely: 1) the culture of shame expressed through maekapomae term, 2) a culture of mutual nurturing expressed through foster popia term; 3) culture love each other expressed through masiakapomaa term; and 4) a culture of mutual respect expressed through angkataakapoangka. These four dimensions of culture in philosophy Sara PataAnguna gives legitimacy to the way of life, beliefs, institutions and rules of the community in the Baubau City.

Abstract

This research is motivated by the increasing involvement of civil society in assisting the government in particular the task headman, but the condition of civil society both institutions, facilities and infrastructure, as well as Human Resources is still very poor, so that they are in need of guidance on the elements of the local government. This study aims to identify and analyze the functions of government in the development of Pekanbaru social institutions, which consists of institutions Neighborhood, Pillars of Citizens, Institute for Community Empowerment, Empowerment Institute of Family Welfare and Youth.Research shows that Pekanbaru City Government and its sub-district and urban village has implemented guidance to the community in the form of the Institute; provision of local regulation, Regulation Giving Mayor, Giving books implementation instructions, technical manuals, counseling, provision of guidance, education and training, the grant activities, even to the provision of financial incentives for Neighborhood chairman and chairman Pillars of Citizens.Recommendations research; recommended to the Government of Pekanbaru to further maximize implementation guidance to community organizations, budgeted costs proportional to support the activities of civil society, and choose the right time to carry out extension activities, education and training activities.

Abstract

This paper analyses the existing literatures about the Quality Assurance process of primary education in three different countries within the south Asia subcontinent namely, India, Bangladesh and Pakistan. It argues that the definition of Quality education is still ambiguous in among the systems. However, this article categories the aspects of quality education from existing literatures and examines the quality assurance systems in the mentioned three countries. Having done so, it shows that the quality assurance systems in all three countries focus differently in various aspects of quality education among which the physical aspects are predominant.

Analysis of Errors in Subject-Verb Agreement among Bangladeshi Tertiary Level EFL Learners

Abstract

This article analyses errors of agreement between subject and verb among the tertiary level EFL learners at International Islamic University Chittagong, Bangladesh. The errors are pointed out in written essays of comparison and comparison method on “Two places I have visited”. The errors are classified into three categories- error of agreement between verb and singular subject, error of agreement between verb and plural subject and error of agreement between verb and relative pronoun. Thirty six learners participated in the study. The study reveals that students commit highest number of errors of agreement between verb and plural subject followed by the error of agreement between verb and singular subject. The least error is seen in case of agreement error between verb and relative pronoun.
