Abstract

The goal of this research is to know the effect of policy implementation of bureaucracy reform and the organizational development to the public service quality within the Ministry of Home Affairs. The research problems are: (1) how far is the effect of policy implementation of bureaucracy reform to the public service quality in Ministry of Home Affairs, (2) how far the organizational development gives an impact to the public service quality that provided by Ministry of Home Affairs, and (3) how far is the effect of policy implementation of bureaucracy reform and the organizational development collectively to the public service quality in the Ministry of Home Affairs. This study focuses in  accelaration service called Quick Wins that consists of 8 services. Research design uses quantitative with explanatory survey method. Result of this study finds that the organizational development has positive effects on public service quality. In other word, the better the implementation of bureaucracy reform policy and organization, the better public service quality provided by Ministry of Home Affairs.

Abstract

Information seeking is an impressive challenge and it is one of a substantial issue for Information Science. This study was undertaken to determine the information seeking behavior and library use by faculty members at the Agricultural University in Bangladesh. The overall purpose of the study was to determine what their information requirements and also determine their purpose of library services available for them in the library. The study collected data on the information requirements of faculty members. Data were gathered from 600 faculty members out of 905 through open and closed questionnaire. Findings indicate that guidance in the use of library resources and services are necessary to help them meet some of their information requirements. Finding also their seeking problems, using searching tools and level of satisfaction overall resources and services.

Abstract

The art of batik in Indonesia has unique, aesthetic, and various decorative motifs. Its application can be found in the decorations of temples which become inspiration for the development of decorative motifs in clothing materials. Batik is later developed by not only being applied to fabric. The beauty of decorative motif inspires artists and designers to apply it in the field of art and design with a new alternative media, both by written batik technique and by other techniques. It shows that batik can remain sustainable until now to answer the needs of today's society.

Abstract

Cigarette is a controversial product. It is proved with the effort done by the government to ensure the people about the harm of the products. The advertisements both sides commited contain pragmatic war. this research paper will analyse the goverment’s explaination about cigarette through a magazine published annually. It is WHO (World Health Organization) through its program release typical magazine to boost the campaign of cigarette or tobacco ban. The magazine report the research result about the effectiveness of campaign to tobacco bans. It had a program, that is MPOWER program – Monitoring, Protecting, Offering, Warning, Enforcing, and Raising. In 2013, the magazine took up the issue in its campaign to Tobacco bans, through the article of 13, that is Tobacco Advertising Promotion and Sponsorship (TAPS). Based the theory of Yule, Hyland, Perkins, Dubboi and Channell, it can be found 47% (use of Lexical Item), 9% (Madal Auxiliary), 6% (Passivation), 10% (Adverb), 3% (Noun), 3% ( Clausal Element), 2% (Non-Lexical), 2% (Question) and 1% (Adjective).

Abstract

The purposes of this research are to interpret the lyric writers’ concept in writing and narrating the Viva La Vida lyrics and to interpret the representation of the first-person narrator used in the lyric. The analysis method of this research is descriptive interpretation. In analyzing the lyrics, the Saussure’s dyadic or two-part model of the sign is used in interpreting the denotative meaning.

Abstract

States are obliged for protection of refugees under international law on account of their membership of United Nations and signature or accession to International Refugee Instruments as well as International Human Rights Instruments. The legal basis for this international protection may either be customary international law or conventional international law. The basic customary international laws applicable to them are those pertinent fundamental human rights found in the International Bill of Human Rights. Hence, it is submitted that all states should protect the fundamental human rights of refugees under customary international law. Principle of non-refoulement is one of them. The refugee regime has generated a serious body of law that elaborates basic human rights norms and has important implications in and beyond the refugee context. There are a number of universal, regional and domestic human rights instruments and mechanisms which can be employed to enhance the protection of refugees and asylum seekers. This research aims at finding out the role of principle of non-refoulement in protecting refugees and asylum seekers under international human rights law.

Abstract

Every man remains innocent until proven guilty is a universally accepted legal term. The purpose of the judicial administration is to provide justice in each and every case that appears before the court. Therefore, no one should be killed by any reason without defending himself. However, it’s harsh but true that extrajudicial-killing is an undeniable fact which is happening around the world under various eye-catching covers given by the concerned authority of the State. This article tries to find out different modes of extra-judicial killings that are happening around the globe and also tries to argue whether the international measures are sufficient to stop such unlawful or extrajudicial killings. Focus has been brought on the issue how killing of civilians and suspects during international armed conflict and killings of innocent individuals, suspects and criminals by State and non-State actors can be minimized or stopped.

Abstract

The paper discusses the concept of motivation and the motivational impact upon the language achievement of the foreign language (FL) and second language (L2) learners. It also deals with the critical studies of the existing theories of motivation and their pedagogical and functional aspect in the FL/L2 teaching/learning arena. The study, thus, shows that teachers and teaching/learning materials have significant roles to play in motivating the demotivated learners and, therefore, suggests the expected motivational activities in the language classroom.

Abstract

This study about to examine efficiency of Problem Based Learning of the 9th grade students in Anatolian High schools in secondary education their academic achievements and attitudes in Mathematics lesson about mathematical sets subject was carried out according to Pre-Test –Post Test Control Group Pattern. Two groups as control and experimental were formed according to Pre And Post Test Experimental Pattern, in both groups before and after the experiment measurements were done. Attending students of 9 B and 9 C classes of Yedikule Anatolian High School were chosen as subjects in the first term of 2012-2013 academic year. The researcher is mathematics teacher of these classes and counseling teacher of 9-B. Before this experiment Behavior Scale Test as Pre Test and Achievement Tests were all carried out to these groups. At the end of this experiment both groups were conducted to Behavior Scale Test and Achievement Tests as final measurement. As a result Problem Based Learning according to the Traditional Teacher-Centered Learning methods has been found to have a significantly positive effect in academic achievements and attitudes of 9th grade students in Secondary Education in Anatolian High schools in Mathematics lesson about mathematical sets subject.
