Abstract

Leadership is important role in efforts to improve performance, both at the group level and at the organizational level. Efforts to improve the performance of government, lies in the quality of human resources in the bureaucracy that can be measured through the performance of the State Civil Apparatus in carrying out their duties, principles and functions in accordance with their position and in providing services to the community. In this context an appropriate leadership style model is needed to improve regional performance and development. This study aims to determine the leadership style, leadership values ​​that are applied, the inhibiting factors of the application of leadership styles and appropriate leadership models in order to improve performance and development in the City of Pekanbaru, Riau Province. This research uses governance theory, performance theory, development theory and human resource theory. This research approach is qualitative.
The method used in this research is descriptive analytical. Data Sources consist of the Head of Service /Agency; Officials; DPRD; Public figure; and Regulations. The results showed that the leadership style in the city of Pekanbaru in the administration of government in general was a democratic style. But there are also paternalistic and transformational leadership styles. The leadership style is shown by the behavior in describing the vision and mission, as well as getting the trust of subordinates.
The leadership style is also demonstrated by efforts to increase subordinate creativity and innovation, increase rationality, and careful problem solving. The values ​​of the leadership of the regional head in improving the performance and development are shown through: first, prioritizing morals, namely building employee morals so that they are professional, trustworthy and polite (three indicators). Second, building discipline, creative and innovative character to the employees. Third, improve the quality of work that is able and willing to work hard, move quickly, act appropriately. The inhibiting factors in the application of the leadership style include the low quality of apparatus resources, lack of employee discipline, not being creative, not innovative and not willing to work hard and not accepting change.  The leadership model in Pekanbaru that should be applied is the democratic leadership model.

THE LEGAL FRAMEWORK AND POLICY IN BANGLADESH FOR HUMAN RIGHTS

Abstract

Human rights accrued simply by born against which equal treatment is treated as a binding law. Primary responsibility goes upon the state to protect the human rights for its citizens. The court will be at the helm to check the infringement of human rights. The Constitution of Bangladesh declares the equal rights for all citizens without any discrimination. Commensurate policies and by-laws have been enacting in this regard. Human rights violation is a core bar for sustainable development. Equal treatment, especially in case of penalty/crime, must be ensured for having an exploitation free society. Economic and social justice is to be considered in a parallel way along with regular transparent-competitive-participatory election process for democratic practice in order to flourish a human-rights friendly society. In this regard, an intensive effort comprising of all sectors including government, NGOs, and civil society is a time befitting demand.

Abstract

This paper outlines the potential role of political science in Egypt in informing the educational policy of the country, and the limitations that the current state of the subject might place on it successfully contributing to new directions for Egypt and the Egyptian people.
The research suggests that there are a number of barriers to the subject playing such a role. These include but also in the limited number of schools which are involved in teaching and research in political science, the unevenness of the content and the quality of education in political science, and the lack of interest by officials in political science in general and political scientists in particular.
This research represents an exploratory study of the methods, curriculum and the nature of the issues of political content in Egyptian universities, for reaching to the general perception of university courses content, and tries to explore the prospects for such courses to include a political dimension.
Initially, the researcher should explain the analytical restrictions on this particular research; It displays an overview including a general analysis of the issues which are related to undergraduate education and political science courses.
