Abstract

The focus of this research is to study governance collaboration in waste management by taking a case in the city of DKI Jakarta. This study is important because empirically, collaborative governance in waste management is implemented through the involvement of BUMD (PT. Jakpro), Private Sector, Community, Local Parliament (DPRD), and related stakeholders. The formulation of the problem in this research is detailed in several questions, which are collaborative governance, internal and external factors that support, strategies and models of institutional design in collaborative management of modern waste management that are expected to be applied in the region in the future. The results of this study are: 1) initial conditions readiness, collaborative governance processes, facilitative leadership and institutional design in modern waste processing; and 2) Development of collaborative organizational design models in waste management. The result of the analysis found collaborative governance model of institutional design between government, private sector and society by applying the MAURITS Model covering Modern, Authority, Understanding, Review, Innovation Process, Transparency and Sustainable Development Goals to realize the goal of collaborating modern waste management in DKI Jakarta.

Abstract

The governance that is directly related to the needs of the community has been entrusted with 70 percent of government affairs but only equipped with a 30 percent budget of the APBN. The imbalance is felt by the area in the face of governance that underwent a change very rapidly, especially the area of regional economics, it becomes a burden for the local government. The actual government has been equipped with a discretionary principle in anticipation of an unexpected condition in encouraging the rise of the regional economy, but the implementation of the discretionary also has a challenge known as GoKresi (Ego and Creation) that are difficult to avoid.

Abstract

Globalization is the cross border movement of an increasing portion of economic, social and cultural transactions across the world. Conceptually globalization has been developed as a dominant international system at the end of the twentieth century and affected every corner of the world directly or indirectly. Though economic globalization – the central dimension of globalization - is reflected in the increasing amount of cross border trade; globalization is multi-dimensional that covers politics, technology, culture, as well as environment also. Two theoretical perspectives are pertinent here those are the modernization theory which asserts that all societies will progress from a traditional state to a modern state through globalization, and the dependency theories challenge the intent of globalization and external forces and highlight the need for developing internal characteristics. Women and children are indeed to a great extent the core victims of feminization of cheap labor, feminization of migration, global sex trafficking, sexual harassment, exploitation, temporary and insecure jobs through the process of globalization. Globalization, thus, has transformed the development of the third world countries in an unparalleled way than of developed countries. However, not only globalization but also war, political instability, and mutual respect among political members are also factors for development. As the third world countries despite having negative impacts of globalization cannot avoid most of the costs of globalization, the best strategy is to minimize or mitigate losses. The government of the third world countries thus should work jointly with private sectors to reduce the ceiling of dependency and development gap.

Abstract

The performance of implementing pro-poor policies below 2% per year shows the effectiveness of implementing pro-poor policies still failing to accelerate the decline in the number of poor people. This problem requires government research in the form of government policy research that is explanatory and confirmatory which explaining the process and results of implementing pro-poor policies by confirming the influencing factors.

The results of statistical testing using logistic linear regression analysis confirmed the influence of leadership character and organizational culture on the effectiveness of the implementation of pro-poor policies in West Nusa Tenggara Province. Partially the character of leadership and organizational culture, each has a positive and significant influence of 55.6% and 23.1%. Whereas aggregately, leadership character and organizational culture have a positive and significant influence of 62% on the effectiveness of the implementation of pro-poor policies. The best model found to improve the effectiveness of pro poor policy implementation in West Nusa Tenggara Province is a character-based poverty reduction model.

The character-based poverty reduction model reinforces the theory of leadership character (Ryaas Rasyid, 2007: 94) even found that besides the character of sensitive and responsive leadership as a personal character that every leader in a government organization needs to have; It also needs to be equipped with two collective characters in each organization that act as implementers of pro-poor policies, that is the character of consistency and partiality to the people.

THE EFFECT Of POLICY AND SUPERVISION IMPLEMENTATION ON STATE FINANCIAL MANAGEMENT PERFORMANCE ACCOUNTABILITY IN THE MINISTRY OF YOUTH AND SPORT

Abstract

     This research is about accountability in managing state finances at the Ministry of Youth and Sports. The research objectives are (1) Discussing the effect of policy implementation on accountability in managing state finances at Kemenpora; (2) Discussing the influence of supervision on accountability in managing state finances at Kemenpora; (3) Obtain a new concept from the discussion of the influence of policy implementation on the accountability in managing state finances at the Ministry of Youth and Sports; (4) Obtain a new concept from discussing the influence of supervision on accountability in managing state finances at the Ministry of Youth and Sports.
                                              The research sample of 165 respondents was taken from a population of 281 apparatus with the Slovin formula. Data collection uses library studies, research, and observation questionnaires. Data analysis using SEM analysis. The conclusions obtained from the discussion of the research results are as follows:         
                                               The dimension of Policy Implementation influence on Ministry of Youth and Sports State Financial Management Performance Accountability reaches 0.46: it is fairly strong and significant.
          The dimension of Supervision Ministry of Youth and Sports State Financial Management Performance Accountability reaches 0.44: it is fairly strong and significant.
          The new concept obtained from the analysis of Policy Implementation effect on the Kemenpora's State Financial Management Performance accountability is a new concept about the characteristics of policy implementing agencies.
                                               The new concept obtained from the analysis of Supervision influence on Kemenpora's State Financial Management Performance accountability is a new concept about the Effectiveness of the State Financial Management Internal Control System.

A COMPARATIVE STUDY OF THE BLACK-SCHOLES MODEL AND A MODIFIED BLACK-SCHOLES MODEL WITH BOUNDED UNDERLYING PRICES FOR OPTION VALUATION

Abstract

In this paper, a modified Black-Scholes model is studied which assumes that the price of the underlying asset varies within a finite zone rather than being allowed to vary in a semi-infinite zone as considered in the Black-Scholes model. At first, the arbitrage free condition is imposed to get the closed form pricing formula of the modified Black-Scholes model for European put options. Then a number of basic properties of the solution such as, monotonicity, affecting factors of the Black-Scholes model are tested for the modified Black-Scholes model. Moreover, we present the condition when two model coincides both theoretically and numerically. Finally, we derive the formulas of Delta and Gamma for the modified Black-Scholes model and investigate their correctness by comparing them with Black-Scholes’s Delta and Gamma.
