THE EFFECT OF COMPETENCE, PROFESSIONALISM AND INSTITUTIONAL CAPACITY ON AUDITOR PERFORMANCE IN THE STATE FINANCIAL AUDITORATE VI

Abstract

The performance achievement score of the Supreme Audit Board (BPK) of State Financial Auditoriate VI (AKN VI) in 2017 is 96.49%. This score has increased by 0.48 (0.5%) when compared with the achievement of 2016 of 96.01. However, the score of achievement of AKN VI performance can be stated as not yet optimum, because it has not reached ideal score of 100 percent yet.
This research is aim to find out some factors that influence the auditor performance. The non optimal score of auditor performance of AKN VI is assumed to be caused by some factors: (1) auditor competency; (2) auditor professionalism; (3) institutional capacity. Through a quantitative research approach using structural equation model (SEM), this study produced several results.
All of three factors gives significant influence to the auditor performance of AKN VI. Factor of auditor competency is determined by personal quality, general knowledge and specific knowledge. Factor auditor professionalism consist of conformity of professional standards, knowledge and skills, inter-human relations and communication, continuing education, and professional accuracy. And factor of instituional capicity which determined by strategic leadership, program planning, management and execution, resource allocation, partner relationships, government policy maker and external donors. 
The new concepts that are generated from this research are: (1) auditor special competency; (2) standard education for professional auditor; and (3) state financial audit management. All of the new concepts are determined based on the magnitude of the influence in SEM.

INFLUENCE OF LEADERSHIP, COMPETENCE AND COORDINATION TOWARD THE EFFECTIVENESS OF DUTIES AND FUNCTIONS OF THE DPRD EAST KALIMANTAN PROVINCE

Abstract

The phenomenon used as the object of research is the effectiveness of the East Kalimantan Province DPRD duties and functions implementation. The research objectives are (1) Discussing the influence of Leadership, Competence and Coordination toward the East Kalimantan Province DPRD Tasks and Functions Effectiveness and (2) Getting a new concept from discussing the influence of Leadership, Competence and Coordination toward the Effectiveness of Tasks and Functions of the DPRD of East Kalimantan Province. The research uses quantitative research and qualitative research. The research sample was 149 respondents taken from a population of 149. Determination of 13 Research Informants using the snowball technique. Data collection uses Library Studies, Questionnaires, Interviews and Observations. Data analysis techniques used SEM Analysis and Descriptive Analysis. The results of the study are as follows:
The magnitude of Leadership influence toward the East Kalimantan Province DPRD Duties and Functions Effectiveness which reached 0.67 was determined by communication, networking and personifying the vision. The magnitude of Competence influence toward  the East Kalimantan Province DPRD Duties and Functions Effectiveness which reached 0.59 was determined by technical competence, managerial competence and ethical competence; The magnitude of Coordination influence toward  the East Kalimantan Province DPRD Duties and Functions Effectiveness which reached 0.59 was determined by Policies, Plans, Procedures and Work Procedures, Meetings and Conference, Joint Decree / Joint Circular, Team, Committee, Working Group, Cluster Task.
The New Concept obtained from the research results discussion on the influence of Leadership, Competence and Coordination toward the Effectiveness of Tasks and Functions DPRD of the East Kalimantan Province is a New Concept I about Personification of Legislative Leadership Insights; New Concept II about Legislative Member Technical Competencies; New Concept III about the Legislative Coordination Forum.

ANALYSIS OF REGIONAL DEVELOPMENT PLANNING AND COMMUNITY EMPOWERMENT IN IMPROVING THE WELFARE OF THE COMMUNITY IN THE BORDER REGION

Abstract

Lebos Village and Gildapil Village, Lolotoe District, Bobonaro Rengency, Timor Leste are two villages border directly to Lakmaras Village, Belu Regency (NTT) the Unitary State of Republic of Indonesia. According to data collected by World Bank (World Development Indicators) in 2014 total poor population, below poverty line reached   rate   49,9 %.   And unemployment   rate 18 was % this indicated that the percentage of the   poor population and employment rate  at Timor Leste nationally wereclassified as high so it  affected livelihood of communities living  at Suco/ Lebos Village and Suco/ Gildapil Village  Posto Administrativo/ Lolotoe District, municipo/ Bobonaro regency, thus the development   has not been a serious focus of the government level   II region Bobonaro Regency and Central Goverment of Timor Leste itself.
Problem formulations   in this research   are (1) How the Analysis   of regional development   planning   and   community   development   in   improving   people’s   welfare   at Suco/Lebos Village, and Suco/Gildapil Village, Posto/ Lolotoe District   Municipio/Bobonaro Regency, Timor Leste. (2) What factors which determine the success of regional development planning and community empowerment in improving the people’s welfare at Village of Lebos and Gildapil Village, District/Bobonaro,Timor Leste.
Methods applied in this research are (1) Qualitative Method.   Thinking pattern of qualitative research uses inductive pattern which is started from the author herself, the author functions as an instrument/tool of research, informants of 25 people were determined by snow ball sampling. Secondary data collection uses library research, primary data collection uses interviews and observation techniques. Analysis of data uses descriptive analysis which was developed to triangulation analysis method.
The Results showed that the   development planning of the region and community empowerment   in improving the welfare of the community in the territory of Timor Leste and Indonesia’s business beside in the village of Lebos and Gildapil village has been implemented but empirically yet to effectively improve the welfare of the community.
