HEALTH SECTOR POLICY IMPLEMENTATION IN INCREASING PUBLIC HEALTH SERVICES DEGREES AND QUALITY IN SORONG REGENCY, WEST PAPUA

Abstract

The health service program in Sorong Regency has not been able to run optimally due to lack of facilities / infrastructure, especially in the district and village areas, the quality of the medical, distribution of medicines, work patterns and information systems for health services and health status is not optimal. This research uses the Qualitative Explanatory method with the Inductive approach and analyzed with an interactive model. Grindle said, 1980, there were 6 (six) main indicators and 2 (two) indicators in implementing policies namely; Interests affected, Site of decision making, programs implemented and public resources, Extent of change envisioned, Power, interests and strategies of actors involved , Institution and regime characteristics, compliance and responsiveness, Impact on society, individual and groups, Change and its acceptance. The NAOMI model in implementing health policy is based on the distinctiveness of the Papua region by taking into account the needs of Papuan Indigenous People and Non-native Papuans.

Title

MANAGEMENT DEVELOPMENT OF HUMAN RESOURCES (EDUCATORS AND EDUCATION STAFF) AT MADRASAH TSANAWIYAH NEGERI MAKASSAR

Abstract

The research is motivated by the quality management of qualified human resources (educators and education staff), who are expected to optimize their potentials in order to be able to support the formation of quality education. Considering the status of state education institutions, in MTS Negeri in Makassar City trying to cover all institutional activities, including the development of teacher professionalism in MTS Negeri in Makassar City. There are many opportunities and variations in development programs in order to improve teacher professionalism. This paper discusses the development of teaching staff in the Makassar City MTS, the development of education personnel in the MTSN and the development model of educators and education staff in MTS Negeri in Makassar City.
The research uses in-depth interview methods that are focused on efforts to uncover things that are experienced, thought about, and felt by the implementing towards the development of human resources. In addition, observation and document study are used. To analyze data, a qualitative descriptive analysis method is used. The steps of the data analysis process can be done through the process of data reduction, data presentation and drawing conclusions.
The results of the study showed that the management of the development of MTsN teaching staff in the city of Makassar was based on the development planning of educators, starting from the needs analysis which was a continuous and regular process to find out the quality of teachers and the number of teachers needed by Madrasah. The implementation of the development of educators is carried out by the teachers based on the instructions of the headmaster and also their own initiatives. Evaluation is carried out to determine the development of the ability of the teaching staff. To ensure this, supervision was carried out with two monitoring models, namely carried out directly by the head of the madrasah, and carried out by the deputy head of the madrasah. Education and training of education personnel is adjusted to the needs analysis carried out on the number and quality of staff. While awarding is done by providing compensation, appropriate rewards for improving welfare on service and the resulting performance.

LEADERSHIP K.H.M. YUNUS MARTAN IN DEVELOPING
AS'ADIYAH BOARDING SCHOOL (1961 - 1986)

Abstract

The research background of the As'adiyah Islamic Boarding School has experienced 9 times the succession of leadership, including being led by K.H.M. Yunus Martan. He was called the most successful in developing compared to other leaders of As'adiyah. The objective of this writing to explore the facts related to his leadership in developing the As'adiyah Islamic Boarding School. He put forward his leadership profile in developing Islamic Boarding School. Also, his work in managing and developing As'adiyah Islamic Boarding School, the development trends of As'adiyah Islamic Boarding School in his leadership, and prospective and sustainability of boarding schools As'adiyah after the leadership of KH Yunus Martan.
           The study used primary data obtained from observations and direct interviews with deliberately selected research subjects, namely those who really know deeply about leadership of Yunus Martan. The research was carried out by using life history as the main technique, and in-depth interview.
           The results of the study showed that K.H.M. Yunus Martan developed a collective leadership pattern with an approach to management functions in managing the As'adiyah Islamic Boarding School. The type of leadership that is practiced situationally is a type of charismatic, democratic and paternalistic leadership. He is also referred to as a leader who is makarame, as a reflection of his strong character in terms of discipline, firmness and maintaining appearance. K.H. Yunus Martan in developing As'adiyah Islamic Boarding School with its efforts in opening branches, developing curricula, completing all levels of education, forming business units, holding new types of dakwah, and building campus facilities. As for the development trend of As'adiyah, 292 madrassas were formed, and 11 productive business units. Furthermore, the development of Islamic boarding schools as a form of modernization in response to the development and needs of the community. The development of the As'adiyah Islamic Boarding School by opening up opportunities for a better future, and continuing based on the pattern that has been put forward K.H.M. Yunus Martan.

POLICY IMPLEMENTATION OF GIVING INDIGENOUS PEOPLES SOCIAL ASSISTANCE IN NDUGA REGENCY, PAPUA PROVINCE

Abstract

The phenomenon that is used as the object of research is the Policy Implementation of Giving Indigenous Peoples Social Assistance In Nduga Regency, Papua Province. The research objectives are (1) Discussing Policy Implementation Of Giving Indigenous Peoples Social Assistance; (2) Develop a model compiled from an analysis of Policy Implementation Of Giving Indigenous Peoples Social Assistance In Nduga Regency, Papua Province. The research uses a qualitative research approach. The research informants were 15 people determined by the snowball technique. Secondary data collection uses library studies; Primary data collection uses interview and observation techniques. Data analysis used descriptive analysis developed with triangulation analysis by observers. The results of the research analysis are as follows:
      The Policy Implementation Of Giving Indigenous Peoples Social Assistance In Nduga Regency, Papua Province is directed towards overcoming and anticipating social risks arising from social vulnerabilities borne by individuals, families, indigenous groups as the impact of social crises, economic crises, political crises, and local wisdom phenomena. However, the provision of social assistance originating from the APBD is less selective and administratively not in accordance with the management rules and accountability of state finances. The dynamics of policy implementation are analyzed according to Grindle's public policy implementation model which includes parameters interests affected; type of benefits; the extent of change envisioned; site of decision making; program implementor; resource committed;  power,interests, and strategies of actors involved; institution and regime characteristic; compliance and responsiveness.
          The model compiled from an analysis of Policy Implementation Of Giving Indigenous Peoples Social Assistance In Nduga Regency is the Diversion of Asymmetric Policy Implementation Model that synergies between the implementation of asymmetric regional policies regarding the amount of aid budget allocation social from the APBD for each budget year and asymmetric regional head policy regarding the provision of social assistance with the implementation of laws and regulations in regulating, procedures and accountability giving of social assistance according to objective conditions of geographical remoteness, sociological backwardness and limited human resources of indigenous peoples.

KIAI LEADERSHIP STYLE ON INTERNALIZATION OF CHARACTER VALUES OF SANTRI AT ISLAMIC BOARDING SCHOOL AS'ADIYAH SENGKANG AND DARUD DAKWAH

Abstract

The study aimed to describe the leadership style of Kiai at Sengkang As'adiyah Islamic Boarding School and Darud Dakwah Wal-Irsyah (DDI) Islamic Boarding School in Mangkoso, South Sulawesi. Also, to describe the integration of the application of the kiai's leadership style to the internalization of the values ​​of the santri's character, and to describe the impact of applying the kiai's leadership style to the internalization of the values ​​of santri characters at Islamic boarding schools in South Sulawesi.
The research location was at Sengkang As'adiyah boarding school, Darud Dakwah wal-Irsyah Mangkoso Islamic Boarding School, and Yastrib Soppeng Islamic Boarding School. Research informants consisted of leaders of Islamic boarding schools, teachers, santri and alumni. Methods of collecting data through observation, interviews, and documentation. Data analysis using data display, data verification, and conclusion.
The results of the research showed Kiai's leadership in Islamic boarding schools with charismatic, responsive and democratic models. While the integration of the application of the kiai leadership model to the internalization of the values ​​of the character of santri in Islamic boarding schools is done by the process of conceptualization, practice, habituation and regeneration. The impact of the application of the kiai's leadership style on the planting of the values ​​of the santri's character includes the personal, institutional and social impact of the community. Supporting factors, in the form of good leadership patterns, exemplary from educators, enforcement of rules that are firm, disciplined and consistent. Educators play a role as a motivator to raise the awareness of santri to get pleasure in following the educational process in Islamic boarding schools. While the inhibiting factors, the shift in cultural values ​​of society, the advancement of information and telecommunications systems, santri addicted to android, miscommunication, and exemplary degradation.
