ANALYSIS OF HEALTH SEVICES BASED ON SPM AT SAMOSIR REGENCY

Abstract

The infant mortality rate which increased from 2014 to 2015 illustrates that health services based on SPM are still not optimal. Although health service guidelines based on MSS as a whole are the same, the facts state that the services provided in Samosir Regency are not optimal.
This research was conducted to find out how health services based on MSS were carried out in Samosir District, the determinants of health services based on MSS, and how the health care model was based on optimal MSS in Samosir District.
The concepts and theories used in this study consist of: Government Science, Government Management, Public Service Management, Management, Management of health service quality based on SPM). Research uses a qualitative approach to the case study method through the establishment of information sources (informants). The researcher as the main instrument, interview guide and recording tool is an aid instrument.
The results of the study illustrate that the services provided are not in accordance with the needs and desires of the people of Samosir Regency. And health services based on theory have not included cultural elements. The determining factor of service based on ASOCA that has not been fulfilled in Samosir Regency is in the aspect of Culture and Agility. Therefore, the author offers a HoRAS’Model (Holistic of Responsiveness, Action, Satisfied ) And the improvement of HR capabilities, besides that the author also suggested the research be carried out after the HoRAS’Model was implemented.

CORRUPTION IN LOCAL AUTONOMY

Abstract

Regional autonomy gives space to the regions to manage and regulate their own regions that liniear with the mandate of Law No. 23 of 2014 concerning Regional Government. This phenomenon shows that changes in the flow of resources that are more centralized in the Central Government are divided into regions. This condition is in line with the shifting of power in the regions . On the other hand, this shift could open up the potential for the occurrence ofcorruption which also tends to move to regions, where regions are considered a new strategic resource center . This research focuses on seeing corruption in the implementation of regional autonomy.
Local strongman theory, patron-client relations, corruption, and clientelism are used in answering the problem of corruption in regional autonomy. The method used in this study is qualitative in the form of literature studies supported by related documents through the media, statistical data, and other supporting data. The results of this study indicate that corruption in regional autonomy still occurs both at the lowest level of public services to regional heads. In addition, corruption often occurs in the form of clientelism and patron-client relations as evidenced by the rampant bribery cases involving regional heads. Furthermore, various guidance and supervision programs carried out by the Government are expected to reduce the effects of potential corruption.

RESEARCH ON THE INFLUENCE OF SOCIAL MEDIA ON THE LEARNING OUTCOMES OF THE ELDERLY: AN OBSERVATION IN TAIWAN AREA

Abstract

The main purpose of this study is to explore the impact of the use of social media in the curriculum on learning outcomes, studying the use of social media and learning ability as interference variables, and exploring the impact of curriculum identity and learning outcomes on the learning of the elderly. This study is based on the “Line” group as medium and is associated with the senior class students of the Open University of Kaohsiung, who act as a research target. The study found that learning motivation, identity and learning effectiveness are significantly and positively correlated. The use of social media can interfere with the relation between learning motivation, identity and learning outcomes, and learners who are willing to make use of social media interaction have a higher sense of identity in learning motivation, which is significantly and positively correlated with the learning outcomes.

ERADICATION OF BEGGING FROM ISLAMIC PERSPECTIVE: AN ANALYSIS

Abstract

The religion of Islam is designed to guarantee the establishment of a noble and virtuous society where the rich and the poor, the well-off and the needy, the powerful and powerless can safely coexist. Islam considers begging a hateful and forbidden act except in case of dire necessity. Muslims believe it's better to depend on Allah for everything the "Provider & Protector."
According to Islamic beliefs, no Muslim should ever be hungry and no Muslim must ever beg. This means that as a Muslim nation, it's believed that it is the community's responsibility to assist those who are in genuine need. Islamic Sha`riah command and encourages working and views it as a high virtue; it forbids and disapproves laziness and begging. Begging impairs human honor and virtue, shatters personality and leads to the exploitation of benevolent people's pure feelings, is regarded as ugly act.
A report Issued by the United Nations International labor Organization in 2000 estimated the number of those with special needs to be more than 610 Million, out of which 400 million live in developing countries. According to the World Bank statistics, this category represents 15 percent of the world population.
