THE POLITICS OF BUDGETING ON LOCAL GOVERNMENT BUDGETING PROCESS IN  SUMEDANG REGENCY, WEST JAVA PROVINCE

Abstract The formulation of the APBD or local budget and expenditure, is a mutually required condition for an autonomous region. As one of the autonomous regions, Sumedang has an obligation to formulate APBD for the administration of its government. There are 3 (three) components that play a role in the formulation of its APBD, namely the local government, DPRD and the Musrenbang Delegation Forum (FDM). Every year the Sumedang Regency’s APBD increases, however, there is no significant change in the Sumedang District community, both physical development and non-physical development. This situation then creates a question regarding the politics of budgeting in the formulation of the APBD in Sumedang Regency? VO Key asks further: "on what basis should it be decided to allocate dollars to activity A instead of activity B?" Using qualitative methods and with indicators of role, authority, political communication and political behavior, the author answers the question above. And from the results, it is found that the role of FDM is very dominant. FDM authority itself is regulated through local regulations, DPRD through the Law, while DPRD's political communication to the community is one-way communication, while two-way communication is used when they talk to the government, with DPRD urging the programs delivered through regional government program.

EDUCATION MANAGEMENT MA’HAD ALY IN ULAMA DEVELOPMENT AT AS'ADIYAH SENGKANG SOUTH SULAWESI

Abstract

The purpose of this study is to explore the relevance on management of education Ma’had Aly As'adiyah Sengkang in terms of organizational management, curriculum management and management of teaching methodologies, relating to outputs and outcomes that are in line with the demands of education today.

The research was carried out at Ma’had Aly As'adiyah Sengkang in Wajo District, South Sulawesi. The subjects of the study were 7 people who were considered to understand deeply the Ma’had Aly As'adiyah. Data retrieval through observation, interview, and documentation techniques. Data analysis using data display, data verification and conclusion.

The results of the study showed that education management is at Ma’had Aly As'adiyah is in line with the objectives of Islamic education in general. But in terms of planning, evaluation processes and systems, it is not yet in line with the concept of modern education management. This is due to several factors, such as a different curriculum and not a national curriculum standard, the learning model with the wetonan method and the bahsul masail. Human resources, facilities and infrastructure are limited, and evaluation systems are limited to formative and summative evaluation systems. The synergy of Ma'had Aly's education system with the modern education system further enhances the quality of Ma'had Aly's more advanced education, enhancing scientific and practical skills and better quality of education management.

THE INFLUENCE OF COMPETENCE, AND MOTIVATION OF TEACHER SATISFACTION AT YUNIOR HIGH SCHOOL STATE
IN SINJAI DISTRICT-SOUTH SULAWESI

Abstract

The purpose of this study is describing the influence of competence, and motivation of teacher satisfaction at Yunior High School State in Sinjai District South Sulawesi Province.The subject of the study are 73 Islamic religious teachers of Yunior High School State in Sinjai District. Data obtained through observation, interview and questionnaire techniques. Data were analyzed with structural Equation Model (SEM) using PLS and SPSS 26.

                The results of the study found that competencies of the teachers have a positive and significant effect on job satisfaction, both directly and indirectly. Teacher motivation gives a positive but not significant influence on teacher performance. Moreover, job satisfaction has a positive and significant influence on teacher performance. Teacher’s job has been fulfilled well and in line with other variables or optimally provide an increase in teacher performance. This means that optimizing teacher motivation through teacher satisfaction has a positive and effective impact on teacher performance.
