BEREAUCRATIC REFORM IN HIGH LEADERSHIP PRATAMA POSITION PLACEMENT OF CIVIL STATE APPARATUS AT SUMEDANG REGENCY

Abstract

Law No. 5 year 2014 on State Civil Apparatus is the starting point of bureaucratic reform for the change of bereaucratic in Indonesia. The goal is to ensure the realization of “merit system” in State Civil Apparatus (SCA) management policies, while it’s function is to oversee the implementation of basic norms, codes of ethics and SCA code of conduct, also the practice of merit system in SCA policies and management. Filling the position by applying merit system in the implementation of High Leadership Pratama Position Placement that is based on qualifications and competence in accordance with merit system.
The Research conducted  in Sumedang regency using descriptive desing. As The title, the informants are the participants of the High Leadership Pratama selection and other relevant elements. The result showed that the implementation of bereaucracy reform through the open selection of High Leadership Pratama position runs in accordance with the selection step based on Law No. 5 year 2014 on State Civil Apparatus. The selection Committee recommends 3 (Three) candidates to be elected and appointed as the definitive official by the Sumedang regent. Budgedtary constraints and political interventions occur during the definitive selection process that is one of the 3 (Three) recommended candidates.
            Through this research it is suggested to have a Potential Data Bank bos SCA in Sumedang Regency Government as talent program implementation for all SCA which budgeted by Sumedang Regency Government. In addition, the final result of each stage of open selection committee is announced directly by open selection committee and set forth in the official records.

HALAL TOURISM IN WEST NUSA TENGARA

Abstract

The birth of reform in 1998 in Indonesia has been rolling from the centralized system to the decentralization system. All sectors lead to decentralization. In this case the Government of West Nusa Tenggara Province issued a Regional Regulation (Perda) No. 2 of 2016 on Halal Tourism. Based on this background the authors formulate several problems, namely: How Implementation and what factors inhibit and support the Implementation of Regional Regulations of West Nusa Tenggara Province No. 2 of 2016 on Halal Tourism?
To answer the above problems, the authors use descriptive qualitative research method with inductive approach so it can reveal real events in the field. Data collection techniques that researchers use in this study include: Documentation, Observation and Interview.
The results of this study based on Data Analysis as follows:
a. Communications, development of tourism sector which is a form of business undertaken by government, private, and society is not optimal.
b. Resources, human resources are quantitatively sufficient but qualitatively still lacking, the budget has not increased significantly.
c. The disposition, the tendency of the implementers of both government and non-government agencies, does not have the same commitment
d. The Structure of Organizational Bureaucracy of the implementation of halal tourism in West Nusa Tenggara is not optimal due to lack of coordination
Inhibiting Factors: there is no understanding of the NTB Tourism Authority on the establishment of Provincial Regulation No. 2 of 2016 on Halal Tourism; human resources for professionals is not enough; the tendency of the implementers to lack of knowledge, understanding and deepening of the implementation of halal tourism policy and the reluctance of the hotel / restaurant owners to take care of Halal Certificate.
Supporting Factors: easy to promote because West Nusa Tenggara Province is closed to Bali, Toraja, and Komodo; Tourist attraction from 3 gilis, senggigi, kuta,  Geopark Rinjani and Lekey in Dompu; human resources are strongly supported by the opening of the State Tourism Polytechnic by the Ministry of Tourism; West Nusa Tenggara Province has a predominantly Muslim population and many cultures and Islamic nuances

THE IMPLEMENTATION OF ADMINISTRATION CITY GOVERNMENT ORGANIZATIONAL POLICY AND WORKING PROCEDURES IN DKI JAKARTA PROVINCE

Abstract

The phenomenon used as research object is the implementation of administration city organizational policy and working procedures in DKI Jakarta Province. The objectives of the research are (1) to discuss implementation of city government administration policy in DKI Jakarta Province; and (2) Obtained a new concept from the discussion of the administration city government policy implementation in DKI Jakarta Province. The research used qualitative research approach. Determination of 16 (sixteen) informant research using porpusive technique. Data collection using literature study, interview technique. Data analysis using descriptive analysis developed by triangulation analysis method. The conclusions gained from the discussion of research results are the following:
Implementation of city government administration policy in DKI Jakarta Province is in accordance with principles and practice of asymmetric decentralization policy; but the implementation of the policy has not optimized the authority and leadership of the Mayor in carrying out government affairs in the Administration City.
The new concept derived from the discussion of the city government administration policy implementation in DKI Jakarta Province is about the authority of the Mayor in the implementation of the asymmetric decentralization policy which is conceptualized as a change in the format of the asymmetric authority covering the authority over the entire provincial UKPD in the Administration City which is restricted only to the implementation of activities that become derivatives policies, programs or SKPD province activities. Structurally UKPD are under and responsible to the Mayor. The change in the format of the mayor Asemetris authority are requires Administration City management functions change covering the functions of planning, organizing, coordination, implementation, supervisory, and performance accountability reporting function by positioning the choice of district or sub district as the spearhead of the Provincial UKPD activities implementation; Thus there is no more district or sub district in the administration of the city administration.
