WHO SUPERVISES THE SUPERVISOR
Study in Indonesian Government Organization Environment

Abstract

The Unitary State of the Republic of Indonesia (NKRI) wants to realize the duties and goals of the state as stated in the Preamble of the 1945 Constitution. For that reason, the government prepares the budget every year. For the effectiveness of budget execution, the government needs oversight function, both at central government level and at local government level.
Supervision is one of the fundamental functions of management. The purpose of supervision is to ensure the results of work in accordance with predefined standards or plans. The types of surveillance conducted are internal and external government supervision. Monitoring problems occur within Indonesian government organizations because there are so many supervisory agencies whose tasks are almost the same. Thus the possibility of a conflict of interest among all the supervisors, because of the main tasks, functions, and authority blurring, among them. Related to this, the authors are interested to write the title "Who Oversees Supervisor" Study In Governmental Organizations in Indonesia.
The formulation of the problem in this paper is how the implementation description of the supervisory function within the government organization, what factors impeded the implementation of the supervisory function and who should oversee the supervisor within the government organization?
The results of this paper is expected to be useful on the theoretical level as well as normative and practical level. The writing method in study of this paper is the writing design with a qualitative descriptive approach that illustrates data and information of all normative and factual phenomena with the aim to obtain meaning that can be understood constructively.
The result of the research shows that the implementation of supervisory function in government organization has not run optimally, there are many factors causing the weakness of supervision from inside the supervisor as well as from unclear work plan or supervision standard. Furthermore, in government organizations there is no individual or supervisory institution that is free from supervision.
Based on the above conclusions, in order to effectively and efficiently supervise the function of the supervision within the Indonesian government, it is necessary to re-regulate in a law regulating the guidelines on the division of tasks, responsibilities, authorities and cooperation and coordination relationships for all future regulatory agencies. To reduce and prevent corruption in government organizations in the future, it is necessary to develop a sustainable long term ethical character, through educational programs since young children.

Abstract

The phenomenon that made the object of research is the Bogor City government performance accountability. The research objective was to discuss the influence of institutional capacity, coordination and oversight of the accountability of the performance of the City Government. The study uses a quantitative research approach. The study sample as many as 383 employees drawn from the population as much as 8944 employees using slovin formula. Data collection techniques using
literature study, questionnaire
techniques and observation. Data analysis using Multiple Regression Analysis. The results of the study are the following: first, There is the influence of the institutional capacity of the Bogor City government performance accountability; second, There are significant coordination of Bogor City government performance accountability; third, There are significant oversight of the Bogor City government performance accountability; fourth, There are significant institutional capacity, coordination, and supervision together towards Bogor City government performance accountability. The influence shows that among institutional capacity, coordination, and supervision by the accountability of government performance Bogor City established a causal relationship is significant: if the capacity of institutions, coordination, and oversight increased or increases, the increase can be a stimulant followed by increasing the accountability of government performance Bogor City , While multiple regression measurement known institutional capacity greater contribution from the contribution of co-ordination and supervision contributed to the Bogor City government performance accountability. With the results of these studies suggested to the entire leadership of the government unit Bogor City so pleased to increase the institutional capacity of each work unit City Government, improving coordination between units City Government, and increased scrutiny on their respective work units the City Government so that increase can improve performance accountability of the City Government.

CONSUMER DISTRIBUTIONS AND QUALITY COMPETITION –
THE HIGH QUALITY ADVANTAGE REVISITED

Abstract

The study examines the persistence of high quality advantage as consumer distribution varies. It appears that the distribution of consumers affects the profitability of the two firms and the market structure as well. If consumers are distributed towards the left, which means an important fraction of consumers prefer low quality good, the market can only accommodate one firm enjoying the monopoly rents. As more consumers prefer high quality good, the number of firms expands, as well as the range of market covered. In the meantime, both firms’ profits scale up as consumers gather towards the right. However, profits of the low-quality firm never exceed those of its rival. High quality advantage persists even confronted with various distributions of consumer.

ROLE THEORY, FOREIGN POLICY ADVISERS, AND U.S. FOREIGN POLICYMAKING

Abstract

Role theory, offering a perspective that bridges multiple disciplines, has generated much interest among social scientists as well as confusion over its meaning and application.  Since role theory encompasses such a wide array of work, there is no cohesive body of thought or research, but rather many different strains loosely grouped together.  With this in mind, the paper focuses on two key perspectives in role theory literature that have entailed the most empirical research—organizational and cognitive role theory—to analyze their potential contributions to research on actors and processes involved in U.S. foreign policy.  Though certain elements within role theory have been applied to the study of foreign policy, relatively few have done so explicitly, and there is room for further application.  In this study, areas of greatest concern center around presidential foreign policy advisers’ role images/concepts, advisory group dynamics, and the implications of these for the foreign policy decision-making process.  Examining these two role perspectives—derived from the fields of sociology and psychology—can help fill partial gaps in foreign policy literature and permit greater synthesis of research between political science and these disciplines.

THE RISK LEVEL OF VIET NAM REAL ESTATE INDUSTRY UNDER FINANCIAL LEVERAGE DURING AND AFTER THE GLOBAL CRISIS 2009-2011

Abstract

This paperwork evaluates the impacts of external financing on market risk for the listed firms in the Viet nam real estate industry, esp. during and after the financial crisis 2009-2011.
First of all, by using quantitative and analytical methods to estimate asset and equity beta of total 45 listed companies in Viet Nam real estate industry with a proper traditional model, we found out that the beta values, in general, for many institutions are acceptable.
Second, under 3 different scenarios of changing leverage (in 2011 financial reports, 30% up and 20% down), we recognized that the risk level, measured by equity and asset beta mean, decreases when leverage increases to 30% butincreases more if leverage decreases down to 20%.
Third, by changing leverage in 3 scenarios, we recognized the dispersion of risk level, measured by equity beta var, increases from 0,219 to 0,316 if the leverage increases to 30% whereas decreases to 0,166 if leverage decreases to 20%. But the dispersion measured by asset beta var decreases to 0,082 (leverage down20%), showing leverage impact.
Finally, this paper provides some outcomes that could provide companies and government more evidence in establishing their policies in governance.
