Title

DETERMINANT IMPLEMENTATION OF GOVERNMENT POLICY SERANG CITY BANTEN PROVINCE INDONESIA IN THE IMPLEMENTATION OF COMPULSORY 9 YEARS BASIC EDUCATION

Abstract

The problem of this research is why the implementation of compulsory 9 years basic education policy in Serang city for the last 3 years (2014 - 2016) has not been able to realize the compulsory policy objective of 9 years basic education, examined from the determinant of public policy implementation. The main reference theory in this research is Muchlis Hamdi's theory (2014) about the assessment of policy implementation from the determinant side. The research method used is qualitative research design (explorative); to determine informants, researchers used purposive and snowball techniques; data collection techniques used: in-depth interviews, observation, and documentation techniques; and data analysis methods using qualitative data analysis. The research results are: a) Determinant substance of the policy: there is no clarity about the basic measures and objectives of compulsory basic education policy 9 years in Serang city and not yet equipped with mayor regulation that regulates further about basic education, b) Determinant of behavior the task of implementing the policy: commitment, level of performance, competence, and compliance officer of standard operating procedures (SOP) is still less satisfactory, c) Determinant interaction of network among implementing organization: communication and interaction of network between implementing organization not yet effective and not utilize technological progress in social media; d) Determinants of target group participation: targeted community participation has not been satisfactory (number of drop out rates is still high enough); e) Determinant resources: availability of funds, implementers, equipment, information and technology has not been adequate in terms of quantity and quality. The determinants of the success or failure of policy implementation from Hamdi’s theory (2014) need to be clarified again the details of the indicators: a) the policy communication factor should be added as one of the indicators of the determinants of network interaction; b) commitment factors need to be added as an indicator of the behavioral determinant of the policy implementer's task; and c) economic, social and political factors should be added as an indicator of the determinants of resource availability in policy implementation.

THE ROLE OF THE ACTOR-NETWORK IN THE REGENT’S ELECTORAL PROCESS AND
THE STABILITY OF GOVERNANCE
(A CASE STUDY ON THE PROCESS OF WINNING THE INCUMBENT IN KUPANG REGENCY)

Abstract

This research is to analyze how the stability of governance is done through actor network. This study is important as decentralization and its judicial regulations have allowed people to elect a regent (Bupati) through an electoral process. The process of regent’s candidacy can be done through a political party or independently. Politically, a Bupati from independent route lacks political support in DPRD (local representative council) so it has a potential to generate conflicts. This is where the actor network of incumbent is needed in order to support the stability of governance.
This study is based on a study case on the process of winning the incumbent in Kupang Regency during the period of 2019-2019 using a qualitative method. Data are collected by way of in-depth interviews, secondary data, and field observation. In-depth interviews are done using a guideline for unstructured interview and open-ended questions for informants that have been purposely designated. The analysis is focused on the process of establishment of actor-network, support from DPRD to Bupati’s programs from independent route, a model of actor-network in governance, stability of governance, and a model of future electoral process.
Results of this study reveal the following. First, main actor (incumbent) and non-actor in the form of kinship network, elite network and cultural network (oko mama) play an important role in the establishment of actor-network for the incumbent’s success. Second, DPRD’s support to Bupati is reflected in coordination and communication among bureaucracy. But it fails to set up professionalism among bureaucracy as it is full of interest. Third, the model of “Titu Eki” actor-network in the governance of Kupang Regency is different from the one during the 2013 election (Pilkada). Fourth, the resulting model leads to artificial stability of governance. Fifth, capacity, acceptability, and compactibily of candidate that can accommodate traditional values and support from a political party will be a model the next electoral process. Theoretical implication of this study on the development of government science is the importance of developing the same model of actor-network in other regions that can generate substantive stability of governance.

Abstract

This study is funded by The 2016 Indonesian Budgetin the scheme of Graduate School Team Research. This study aims to develop an authentic assessment tool in Physics subject of Class X high school and to produce an authentic assessment tool that is feasible, effective, and practical to be used in the Physics subject of high school.The method used in this research is research development, which is developing authentic assessment tool in physics subject learning of high school. This research procedure refers to the development model by Thiagarajan, Semmel, and Semmel known as the four-D model ie define, design, develop, and disseminate.The result of this research is the product of authentic assessment tool of Class X high school Semester 1  on the cognitive, affective and psychomotor domains that were categorized as feasible, practical and effective. It is indicated by percentage of average score of feasibility 91.35%, reliability 0.94, and percentage of average score of practicality83.85%, and learning result completeness of 80%.
