Abstract

In this research, researcher concerns with one of the language metafunctions only that is the representation clause. This research is entitled ‘Relational Process in The Newspaper of The Jakarta Post Edition of January 2009 - Desember 2009’. This research attempts to investigate the usage of relational processes. Therefore, the method used is descriptively rather than perspectively and the study is focused on verbs in the relational process in the Jakarta Post from which source. The research shows the relational process described as a relation set up between two entities. The English system operates with three main types of relation: intensive, possessive or circumstantial, and each of these comes in two distinct modes of being – ‘attributive’ and ‘identifying’. In conclusion, in the exploration study are found the types of verbs of attribution and the circumstance expressed by the verb. Moreover, the type of verbs attribution, verbs of identification and the circumstance is expressed by the verbs which can be glossed as perception of the attribute, verbs in attributive process clauses has to do with change, and some circumstantial meaning which is incorporated with the type of verbs.

FACTORS THAT AFFECT OF  THE ACHIEVEMENT  OF THE PUBLIC ACCOUNTABILITY IN DEPOK CITY, WEST JAVA PROVINCE, INDONESIA

Abstract

In a democratic government, all public officials must be accountable for policies issued to the public. In the general, government policy is divided into three policy areas, namely the policy in the field of governance, development and public service. Such policies should be accountable to the people, because the people are the supreme sovereign. In Indonesia, the local governance is a delegation of authority from the central government to the regions, which is manifested in the county and city governments (pemerintah kabupaten/pemkab dan pemerintah kota (pemkot). However, local governance should remain the principle of democracy, openness, transparency, professionalism, optimal resource utilization and oriented to the needs of the community. This is in line with one of the principles of democracy, the government for the people. The principle of "government for the people" refers more to the substance or political mechanisms that aim to meet the needs of the community. Poliddano ( 1998) says that there are several methods that can be used to improve the achievement of public accountability . The factors are the function of oversight by representative board , internal administrative control, and support of mass media and public opinion. ombusdmand institutions, the role of the judiciary , as well as the degree of decentralization and participation.

The research location is Depok City, West Java Province, Indonesia. The underlying reason is Depok considered as a buffer capital Jakarta, with urban communities plural, critical and concerned about the issues of policy issued by the City Government. In addition, Depok supported by the existence of sufficient mass media to influence public opinion.This study aims to determine the dominant factors affecting the enforcement of accountability, especially in the local budget policy, as stated by Poliddano (1998). This research method is a quantitative method. The sampling technique is purposive sampling. Analysis of data using path analysis (path analysis) with SPSS useful to display the cross-table analysis, Chi Square and Sommers'd test. The test results showed that the legislative control factors, internal administrative control and support of mass media and public opinion is the dominant factor affecting the quality of echievement of public accountability  in Depok, West Java Province.  Results of this study is to strengthen the theory Polidano (1998). Recommendations of this study is the need to broaden the sample and test other variables, such as the local leadership, the degree of public participation, and ombusman function.

STRATEGIES FOR COMMUNITY EMPOWERMENT IN MOUNT MERAPI DISASTER OF CENTRAL JAVA PROVINCE INDONESIA

Abstract

The community is at the frontier of any kind of natural hazard and disaster. Empowering the community by internalizing the tools and methods of disaster risk reduction is a good way to deal with future potential risks. Community empowerment is a type of capacity development where its members decide on the goals and strategies for disaster risk management, contribute some, if not all, of the resources needed, and monitor their performance (Asian Disaster Preparedness Center,2013). Disaster overcomes, that the definition of a disaster is an event or series of events that threaten and disrupt the lives and livelihood caused by both natural factors and or non-natural factors and human factors so resulting in the emergence of human lives, environmental damage, loss of property, and psychological impact.

The Government will actively promote, through its own agencies, NGOs and other stakeholders, active community participation in risk assessment, vulnerability analysis, mitigation, planning and implementation of response and rehabilitation activities. Based on the above statement, SWOT analysis conducted on two types of environmental organizations, namely the external environment and internal environment. In conducting an external analysis, the organization should identify all opportunities (opportunities) that are evolving and becoming a trend at the time, and considering the various threats (threats) that may arise from the environment surrounding the organization. While analysis of which is internal, focusing more on a variety of different strengths (strengths) and weakness (weakness) contained in the organization.

                With community empowerment strategies in the response to overcoming the volcano is expected to create an independent community in overcoming the Mount Merapi disaster. Empower all existing potential by analyzing the supporting factors and obstacles in order to achieve these targets with the right targets strategy by Magelang District government.

The most common elements of community involvement are partnership, participation, empowerment and ownership by the local people. Unless the disaster management efforts are sustainable at individual and community level, it is difficult to reduce the losses and scale of the tragedy. The objectives of this paper are: To know and observe Community Empowerment Strategy in Mount Merapi Disaster in Magelang District of Central Java province. Besides that to determine the factors inhibiting Community Empowerment Strategy in Mount Merapi Disaster in Magelang District of Central Java province, and to analyze the right strategies in problem-solving effort of Mount Merapi Disaster in  Magelang District of Central Java province.

The utility of the empowerment approach in addressing the socio-economic conditions of local communities and the active involvement of disaster-affected people in the pre-and post-disaster initiatives is argued as a requisite to deal with disasters in a more effective and efficient way.

Abstract

Researchthisreviewing how the management of village finances by applying the principles of good governance and   accountability in village governance in Indonesiadnaturalperspective Law No. 6 of 2014 concerning the village. Using normative method with steps description, systematization and explanation of the content of positive law in depth by using an approach concepts, approaches and analyzes legislation systematic synchronization.
Management of village finances is a cycle that includes planning, implementation, administration, reporting, and accountability, with the periodization of one (1) fiscal year, starting from January 1 to December 31. Implementation of good governance and accountability of village financial management is realized by Realization Report Budget Implementation and Progress Report Actual Village Budget Implementation village resulting from a village financial management cycle starting from the stage of planning and budgeting; implementation and administration; to reporting and financial management accountability village, orderly, transparent, and accountable.

Abstract

Indonesia is a developing country. The poverty rate is still quite high, although the government has conducted various activities but the results were not as expected. One of the government's efforts to reduce poverty is by empowering Micro, small and medium business UMKM. One way that is done in the empowerment is to provide guidance to the performer.
Based on the study results showed that UMKM empowerment will be able to reduce poverty if the UMKM empowerment is succeed. UMKM success is determined by people willingness and ability. The obstacle factor in UMKM empowerment is the lack of capital and financial and human resource capacity.
